The Finance – Budget Department is vested with the responsibility of managing the public finances of the Government of Goa. It has an important role in the preparation of the State Budget and presenting it to the Legislature every year. The Finance Department being the custodian of the State Exchequer has the overall responsibility of balancing receipts and payments and has to ensure that debt obligations are also met.
Vide General Administration Department’s Notification No. 23/1/87-GA&C(Vol. IV)/1117 dated 08/07/2021 the subject matter of Finance (Audit) are merged with Budget Department. Thus the Budget Department also ensures that all the Department comply with the audit observation raised not only by the Office of the Accountant General, Goa but also the Directorate of Accounts. Thereby ensuring that the Department functioning in recovering most of the outstanding dues/recoveries, etc. was also streamlined.
The Department is responsible for placing the following Audit Reports on the Table of the House:
• Finance Accounts
• Appropriate Accounts
• Report of the Comptroller and Auditor General of India for the year ended 31st March and
• Report of the Comptroller and Auditor General of India on State Finances for the year ended 31st March.
After placing the CAG Report on the table of the House, circulates the same to all the concerned Departments/Corporation, thereby seeking their Action Taken Notes on the observation made therein. Upon receiving the Action Taken Notes furnished by the concerned Departments Corporation through their Administrative Departments, the same are examined and vetted. If found to be in order and sent back for onward submission to the office of the Accountant General Goa. Those Action Taken Notes which were found not to be in order are returned back to the respective Department for rectification and resubmission. Beside the CAG Report. Audit Department also received a number of Inspection Report from the Office of the Accountant General. Goa as well as Internal Inspection Report from the Directorate of Accounts. The same are examined and action/remedies. If any on the observation made therein were communicated to the concerned Departments. Compliance report on the same are also sought. Failing which repeated reminders are sent.
Circulars/ Notification/ Memorandums regarding guidelines/ measures. etc. to be followed in respect of audit observation are also issued from time to time.
The Department is also responsible for taking action on the recommendation made by the Public Accounts Committee(PAC).
