Sports and Youth Affairs

The Ministry of Youth Affairs & Sports was initially set up as the Department of Sports in 1982 at the time of organisation of the IX Asian Games in New Delhi. Itsname was changed to the Department of Youth Affairs & Sports during celebration of the International Youth Year, 1985. It became a Ministry on the 27th May, 2000. The specific subjects being dealt with by the Ministry are contained in the Order of the Government of India(Allocation of Business) Rules, 1961 The youth, i.e. those falling within the age group of 15-35 years constitutes nearly 40% of the total population of India. This group which is the most vibrant and dynamic segment of the country’s population constitutes potentially its most valuable human resource. To optimally tap their constructive and creative energies, the Ministry pursues the twin objectives of personality building and nation building, i.e. developing the personality of youth and involving them in various nation-building activities. As most of the issues concerning young people are the functions of other Ministries / Departments, like Education, Employment & Training, Health and Family Welfare, etc., the role of the Ministry of Youth Affairs & Sports is to act as a facilitator and catalytic agent. Sports promotion is primarily the responsibility of the various National Sports Federations, which are autonomous. The role of the Government is to create the infrastructure and promote capacity building for broad-basing sports as well as for achieving excellence in various competitive events at the national and international levels. The Ministry’s schemes are geared towards achieving these objectives

Description The Women Sports Festival was introduced first in 1975. The year was being celebrated as International year for Women, as a part of the celebration the Government of India decided to bringing all the Sports Women of the Country together by organizing a Women Sports Festival. The response was tremendous that the Government of India decided of having it as an annual event and till date it is being held by the Sports Authority of India.

Taluka Level

National Level
At the National Level the twelve sports discipline are divided into four groups having three sports discipline in each group. Each group is held at different venues, in different States. The Sports Authority of Goa, deputes the Women teams for the National Level Sports Festival, in all the four groups. All the expenditure to depute the team for the National is borne by the Sports Authority of Goa. This includes coaching camp allowances, the full kit, TA / DA, train fare, refreshment allowances and miscellaneous expenditure.At the State Level 11 Sports discipline are held out of twelve, which the Sports Authority of India has included at the national Level, Women Sports Festival, Women from all eleven talukas come together to take part at the State Level, it is held for two days, the first four winners at the District level in individual events and first two places in team events come for the State Level. .The Sports Authority of Goa conduct the District Level Women Sports Festival. It is conducted in North and South Goa the first six winners at the Taluka Level in the individual and the first two winners in the team events comes for the District Level. .The Sports Authority of Goa, use a grant of Rs. 40,000/- to all the 11 talukas to conduct the Taluka Level Women Sports Festival. There are committees formed in all the 11 Talukas, and the important personalities in the Taluka are involved like the Dy. Collector, Malatdars, S.D.P.O, B.D.O, Police Inspectors, Principals, Headmasters, Govt. Officers, Sarpanches, etc. Every year this committee’s organize the Taluka Level Women Sports Festival, the merit certificates are given by the Sports Authority of Goa.

Eligibility criteria There is no age bar. The working, non-working, Govt. and non-Govt. employees, dropouts Women can take part. The Sports disciplines included for Women Sports at the National Women Sports Festival are: – Badminton, Table Tennis, Swimming, Tennis, Athletics, Kho Kho, Handball, Kabaddi, Hockey, Volleyball, Basketball and Gymnastics
