Summary of the Department and its activities
The Office of Ombudsman has been set up under the Goa Government Employees (Redressal of Grievances Forum) Scheme, 2001. The office is headed by the Authority called Ombudsman. The appointment to the post of Ombudsman is made by the Government under Clause 3 of the Goa Government Employees (Redressal of Grievances Forum) Scheme, 2001 for the purpose of hearing the grievances or complaints concerning service matters of the Government employees and for the Redressal thereof.
The staff for the Office of Ombudsman is provided by the General Administration Department of Secretariat with the prior approval of the Government Subject to the directions of the Government, the Ombudsman may entertain, here and dispose of with recommendation any grievances, petition or complaints pertaining to any service matters of a Government employee or Government employees, including promotions but shall not deal with matter of pay anomally and implementation of any part of the State or Central Pay Commission’s Report.Read More
There is a bar on engaging the service of legal practitioner. The Government employee who has filled petition or complaint before the Ombudsman, may take assistance of any other Government servant, retired or in service, but shall not engage the services of a legal practitioner to present the case on his behalf. As per the procedure prescribe by the Department of Personnel, when any complaint/application is made by any Government employee addressed to the Ombudsman, it is mandatory for the Head of Department/Office to forward the same complaint/application to personnel Department to obtain approval of the Government for referring it to Ombudsman. The Personnel Department has also enjoined upon all the Heads of Department /offices to submit the complaint/application to the Personnel Department within 8 days from the date of their receipt for onward submission to the Ombudsman after obtaining Government approval.
The recommendation made by the Ombudsman shall ordinarily bind the Government unless otherwise directed by the chief Minister, on the advice tendered by the Council of Minister, supported by reasons for not giving effect to such recommendation.
