The State Ministry of Panchayati Raj is headed by the Minister of Panchayati Raj. The Administrative head of the Panchayat Department is the Secretary (Panchayats). Goa state has adopted Two Tier Panchayat Raj System. One at the Village Level which is called Village Panchayat and at the District Level is called Zilla Panchayat.
Goa state is divided into two districts i.e. North Goa and South Goa. The North Goa consist of 7 Talukas, 120 Village Panchayats, 6 Municipal Councils, 1 City of Corporation and 1 Zilla Panchayat which is called North Goa Zilla Panchayat. The North Goa Zilla Panchayat consists of 25 Zilla Panchayat constituencies and comprises of 25 Elected Members. The First General Election to 25 constituencies was held on 06/02/2000. Election to Adhyaksha and Upadhyaksha was held on 14/03/2000.
The Chief Executive Officer (C.E.O.) exercises all powers as Head of Department for the Zilla Panchayat and is assisted by other officers of the Zilla Panchayat. The functions assigned to the Zilla Panchayat are specified in the Schedule – II appended to the Goa Panchayat Raj Act, 1994. The Zilla Panchayat is empowered to do all acts necessary for or incidental to the carrying out all its functions as are assigned under the Goa Panchayat Raj Act, 1994.
