“Provedoria da Assistancia Publica” commonly known as “Institute of Public Assistance (Provedoria)” created by Legislative Diploma No. 1.200 dated 7/8/1947 is an autonomous body with juridical personality, enjoying administrative and financial autonomy under Legislative Diploma 1984 dated 14/4/1960. The Institute caters to the welfare of the underprivileged and the down trodden and provides immediate help and assistance to mitigate the suffering of the people of the State.
There are Offices at Panaji in the North Goa District and one at Margao, South Goa District, where the benefit of the schemes implemented can be availed, by applying in the prescribed form, available free of cost at Head Office, Mala, Panaji – Goa and the Branch Office, Opposite Hospicio Hospital, Margao, Salcete. The form is to be duly filled in and completed in all respect supported by documents, as required under the rules in force and submitted at the respective office.
The Government of Goa Notifies the following homes as authorized “Halfway Home” for Recovered Psychiatric Patients for the entire State of Goa vide Notification No. 1-3-2018/IPA/1033 published in the Official Gazette Government of Goa Series I No. 29 dated 14th October, 2021.
- “Asylum of Mapusa” Mapusa, Taluka-Bardez, District-North Goa, for Female recovered Psychiatric Patients.
- “Asylum of Majorda” Majorda, Taluka-Salcete, District-South Goa as Halfway Home , for recovered Male Psychiatric Patients.
A.Old Age Homes/ Orphanage Homes/ Halfway Homes.
There are 06 Old Age Homes, 02 Half Way Homes and 02 Orphanage Homes at different places in Goa.
North Goa District

Male and Female inmates above the age of 55+ years are provided shelter in these homes.
Two Orphanage Homes Centre of Candolim (Boys) and Centre of Goa Velha (Girls).
Beside above, IPA (Provedoria) also implement following scheme for citizen of Goa.
THE GOA SCHEME FOR IMMEDIATE RELIEF:
I)Chief Minister’s Discretionary Grants:
Discretionary Grants of Chief Minister of Goa.
The Provedoria in its budget makes a provision for Discretionary Grants for the Hon. Chief Minister from where he / she may sanction financial assistance in deserving cases for social welfare purpose.
The maximum assistance which the Hon. Chief Minister can sanction shall not exceed Rs. 25,000/- in case of individual or family.
Financial assistance exceeding Rs.25000/- but up to Rs. 1,00,000/- can be sanctioned by the Hon. Chief Minister in Special Circumstances subject to the concurrence of Finance Department.
Mode of application
The application on plain paper addressed to Hon. Chief Minister/ Provedoria Minister may be made for sanction of assistance.
II)Provedoria Minister’s Discretionary Funds:
Discretionary Grants of Minister for Provedoria.
The Provedoria in its budget makes a provision for Discretionary Grants for the Minister In-charge of Provedoria from where he / she may sanction financial assistance in deserving cases for social welfare purpose.
The maximum assistance which the Minister In-charge of Provedoria can sanction shall not exceed Rs. 5,000/- in case of individual or family.
Mode of application
The application on plain paper addressed to Provedoria Minister may be made for sanction of assistance.
III) Assistance for Spectacles:
1.Application in prescribed form.
2.Income certificate issued by Mamlatdar/ Municipality /Village Panchayat. Income Certificate from Village Panchayat should be countersigned by the B.D.O.
3.Residential Certificate issued by Mamlatdar/ Municipality /Village Panchayat.
4.Certificate from Govt. Medical Ophthalmologist plus prescription for spectacle issued by the Doctor.
5.Undertaking that he/she has not availed any other financial assistance from any other Government/ Semi Government organization for the same purpose.
IV)Free supply of Medicines.:
1.Application in prescribed form.
2.Income Certificate issued by Mamlatdar/ Municipality/Village Panchayat. Income Certificate from Village Panchayat should be countersigned by the B.D.O.
3.Residential Certificate issued by Mamlatdar/ Municipality/Village Panchayat.
4.Certificate from Govt. Medical Practitioner certifying the name of disease suffering from and the medicines required for treatment.
5.Prescription issued by Govt. Hospital/Doctor Certifying reverse of prescription that the prescribed medicines are not available in the Pharmacy of the concerned Hospital.
6.Undertaking that he/she has not availed any other financial assistance from any other Government/ Semi Government organization for the same purpose.
7.Certificate from Authorized Medical Officer of Government Hospital indicating that the name of the disease, the period of medication and that discontinuation of medication shall endanger the life of the patient.
V) Old Age Homes/ Institutions:
1.Application in prescribed form to the Director.
2.Affidavit in Form I.
3.The Income Certificate from Village Panchayat should be countersigned by the B.D.O.
4.Residential Certificate issued by Mamlatdar/ Municipality /Village Panchayat as the case may be.
5.Certificate preferably issued by a Health Centre/Primary Health Centre/Government Hospital or a Registered Medical Practitioner certifying the state of health, nature of sickness, handicap, suffering from or that the applicant is mentally sound and does not suffer from any contagious disease and can move about on his/her own.
6.Proof of age.
7.2 Passport size photographs.
VI) Purchase of Artificial Limb/ Callipers:
1.Persons who are of any age, gender and are permanent residents of the State of Goa or domiciled and residing for more than five years in the State of Goa at the time of making an application.
2.Persons in need of artificial aids, gadget or tools to reduce the effect of their handicap.
3.Persons who are receiving such assistance from any other Department of the Government shall not be considered under this scheme.
4.The Application accompanied by Residence, Income, Medical Certificate and undertaking-cum-declaration that such benefits are not availed by the applicant from any other Agency or Government Department.
VII)Assistance to Poor Household to get Electric connection free of cost:
1.Application in prescribed form available in Electricity Department.
2.The concerned Electricity Dept. prepares an estimate for electric connection.
3.The estimate is sent to Provedoria for payment.
4.Provedoria makes payment to Electricity Department by way of Demand Draft.
VIII)Assistance for Burial/ Cremation of near relatives:
1.Application in prescribed form.
2.Income Certificate issued by Mamlatdar/ Municipality/Village Panchayat. Income Certificate from Village Panchayat should be countersigned by the B.D.O.
3.Death Certificate of the relative.
4.Certificate indicating relationship of the applicant with the deceased.
5.Assistance is paid immediately on the date of application.
