The Smart City Mission envisages the implementation of the Smart City Mission through the mechanism of the Special Purpose Vehicle (SPV), which is Public Limited Company incorporated under the Company’s Act, 2013 as per Guidelines of Government of India. The Government of Goa vide Notification no: 10/671/2015-DMA/658 dated 09.06.2016 had accorded approval for the formation of the Special Purpose Vehicle in the name and style of Imagine Panaji Smart City Development Limited (IPSCDL).
The SPV is formed by the Government of Goa for the purpose to plan, appraise, approve, release funds, implement, manage, operate, monitor and evaluate the development projects under Smart City Mission to drive economic growth and improve the quality of life of people and approach adopted for realising the aim is mission mode approach, as per the Mission Guidelines.
AMRUT MISSION (Atal Mission for Rejuvenation and Urban Transformation)
The Atal Mission for Rejuvenation and Urban Transformation (AMRUT) envisages to ensure that every household has access to a tap with assured supply of water and a sewerage connection; the amenity value of cities is increased by developing greenery and well maintained open spaces (e.g. parks); and there is reduction in pollution by switching to public transport or constructing facilities for non-motorized transport (e.g. walking and cycling). The Mission focuses on the following Thrust Areas:
i. water supply,
ii. sewerage facilities and septage management,
iii. storm water drains to reduce flooding,
iv. pedestrian, non-motorized and public transport facilities, parking spaces, and
v. enhancing amenity value of cities by creating and upgrading green spaces, parks and recreation centres, especially for children.
SMART CITY MISSION
In the approach to the Smart Cities Mission, the objective is to promote cities that provide core infrastructure and give a decent quality of life to its citizens, a clean and sustainable environment and application of ‘Smart’ Solutions. The focus is on sustainable and inclusive development and the idea is to look at compact areas, create a replicable model which will act like a light house to other aspiring cities.
The purpose of the Smart Cities Mission is to drive economic growth and improve the quality of life of people by enabling local area development and harnessing technology, especially technology that leads to Smart outcomes. Area-based development (ABD) is expected to transform existing areas (retrofit and redevelop), including slums, into better planned ones, thereby improving liveability of the whole City. New areas (greenfield) will be developed around cities in order to accommodate the expanding population in urban areas. Application of Smart Solutions will enable cities to use technology, information and data to improve infrastructure and services.
