Introduction :
The Directorate of Higher Education was constituted in the year 1996 by delinking the Collegiate Cell of the Directorate of Education and joining it with the Office of the then Under Secretary (Education), Secretariat. The Accounts Section was added with staff of the Accounts common cadre. Consequent upon the formation of a separate Directorate of Higher Education, all the functions of the Collegiate Cell of the Directorate of Education, except finalization of pension cases in respect of the teaching and non-teaching staff of the Goa University and of the Non-Government aided colleges affiliated to Goa University, were transferred to the Directorate of Higher Education. The finalization of these pension cases continued to be looked after by the respective Zonal Offices of the Directorate of Education.

AREAS OF WORK AND RELATED MATTERS
The Directorate of Higher Education deals with the following areas of work:
- Cadre controlling Department for teaching and non-teaching employees of the six Government Colleges. (Sanquelim, Khandola, Quepem, Pernem, Goa College of Home Science and Goa College of Music).
- Service conditions, and other related matters of the teaching and non-teaching employees of these six Government Colleges.
- Release of salary and maintenance grants to the Goa University and 22 Non-Government aided Colleges affiliated to Goa University, on a monthly basis / from time to time.
- Sanction of GPF advances/Withdrawals/final payments to the teaching and non-teaching employees of Goa University and th e Government as well as non-Government aided Colleges affiliated to Goa University.
- Issuing of NOCs to the Goa University and Government as well as Non-Government aided Colleges affiliated to Goa University and filling of the teaching as well as non-teaching posts in the respective institutions.
- Proposals for condonation of break in service and counting of past service for the purpose of pension in respect of the teaching and non-teaching employees of the Goa University and Government as well as Non-Government aided Colleges affiliated to Goa University.
- Maintenance of roster and de-reservation of various teaching vacancies in the Goa University and 22 Non-Government aided Colleges affiliated to Goa University.
- Conducting Audit of the Goa University and 22 non-Government aided Colleges affiliated to Goa University.
- Discharging the functions of Budget Controlling Authority for the funds released to the Goa University and Government and Non-Government aided Colleges affiliated to Goa University.
Grievance redressal mechanism
A suggestion and complaint box is placed in the Directorate. Any aggrieved party may approach Directorate Higher Education for their redressal of their grievances.
