Goa Housing Board

The Goa Housing Board is an autonomous body which was constituted under Goa, Daman & Diu Housing Board Act 1968 The objective of the Board is to provide Residential house sites & housing facilities to the Goan population at reasonable price.
The Goa Housing Board also takes up Commercial Schemes and allots land for Institutions, Commercial etc. The Board has so far constructed 1648 EWS, 2009 LIG, 1127 MIG, 484 HIG, 186 shops, 21 offices and 2779 plots at various locations.

Aims & Objectives

  • Creation of surplus in housing stock either on rental or ownership basis.
  • Providing quality and cost – effective housing and shelter options to the citizens.
  • Ensuring that housing along with the supporting services is treated as a priority and at par with the infrastructure sector.
  • Development of cities and villages in a manner which provide for a healthy environment, increased use of renewable energy sources and pollution free atmosphere with a concern for solid waste disposal.
  • Using the housing sector to generate more employment and achieve skill upgradation in housing and building activity which continue to depend on unskilled and low wage employment to a large extent.
  • Ensuring that all dwelling units have easy accessibility to basic sanitation facilities and water.
  • Removing legal, financial and administrative barrier for facilitating access to land, finance and technology.
  • Progressive shift of rural housing strategies from target orientation to a demand driven approach.
  • Empowering the Panchayat Raj Institutions and Village co-operatives to mobilise credit for adding to the housing stock and also basic amenities in the rural areas particularly in coastal areas.
  • Using local resources and appropriate cost effecting technology for modernising the housing sector to increase efficiency, productivity, energy efficiency and quality. Technology would be particularly harnesses to meet the housing needs of the poor and also specific requirements of rural housing.
  • Forging strong partnership between private, public and co-operative sectors to enhance the capacity of the construction industry to participate in every sphere of housing and habitat.
  • Meeting the special needs of SC/ST/OBC/disabled/slum dwellers, senior citizens, retired persons and ex-servicemen.
  • Addressing the special needs of women headed households/single and working women/women in difficult circumstances.
  • Protecting and promoting our built, natural and cultural heritage, architecture and traditional skills.
  • Establishing a Management Information system in the housing sector to strengthen monitoring of building activity in the state. This would serve as a decision support system.
  • To provide a healthy environment without destroying the flora and fauna of the state.
  • To encourage and promote investment in housing and development related programmes.
  • To facilitate the people to mobilise saving for housing programmes.
  • Government role in the housing sector to be minimised as a builder, instead it should be as facilitator.
  • To formulate Special Scheme for Non-Resident Goans considering the fact, that thousands of Goans are working in other parts of India and abroad find it difficult to construct house of their choice and taste due to their inability to supervise the construction work which results financial loss to them.
  • To formulate Special Scheme for floating population of labour engaged in construction activity etc. coming from outside the state.
  • To promote a phased housing development programme wherein the people are encouraged to develop their housing unit progressively keeping in view their changing resource situation, affordability and housing need.
  • To formulate a new scheme for allotment of house sites to homeless economically weaker sections of the society in replacement of earlier 20 Point Programme Scheme.
  • To identify land in Urban & Rural areas for future settlements and lock the land for certain period. No permission should be granted for any construction in this area and no transaction of property is allowed during the locking period.
  • Goa should be given a special status and Domicile of at least 5 years in Goa to be made as a compulsory requirement to purchase any landed property in Goa to protect the interest of locals.
