Post Liberation, Goa has seen growth in industries and other services. To channelize this growth, a Legislation was enacted namely, Goa Industrial Development Act, 1965. The objective of this Act was to establish Industrial Estates, which would help establish Small and Micro Industries in an orderly manner. The Act also established a Corporation to help organize and assist in general establishment of Industries in Goa.
Further, Government of Goa notified an Industrial Policy in 2003, in which emphasis were laid on generating growth and employment, encouraging export in agro based industries, developing self employment opportunities for the local youths, creating cluster development centers, encourage participation of women entrepreneurs, etc.
The Department of Industries, primarily, works towards facilitating establishment of Industries, implementation of various self employment schemes, incentive schemes, etc.
The functions and duties of the Department have been institutionalized through following departments/bodies / agencies. These are under administrative control of the Department.
(i)Directorate of Industries, Trade and Commerce, Panaji
(ii)Goa Industrial Development Corporation, Panaji
(iii) Goa Khadi and Village Industries Board, Panaji.
(iv)Goa Handicrafts Rural & Small Scale Industries Development Corporation Ltd., Panaji
(v)Goa Investment Promotion and Facilitation Board, Panaji
The Government aims at ensuring a facilitative regime that explores and unleashes the energies of private sector to create an environment in which existing industries and new can expand and proposer.
The mission of the Government of Goa for economic development includes:-
(a)To ensure environmentally sustainable development while accelerating investment in the State.
(b)To create sustainable employment for people of Goa, without impacting cultural identity.
(c)To make the existing industry in Goa competitive.
(d)To make available infrastructure which is reliable.
(e)To make Government structure transparent, seamless and proactive.
