Post Liberation, Goa has seen growth in industries and other services. To channelize this growth, a Legislation was enacted namely, Goa Industrial Development Act, 1965. The objective of this Act was to establish Industrial Estates, which would help establish Small and Micro Industries in an orderly manner. The Act also established a Corporation to help organize and assist in general establishment of Industries in Goa.
Further, Government of Goa notified an Industrial Policy in 2003, in which emphasis were laid on generating growth and employment, encouraging export in agro based industries, developing self employment opportunities for the local youths, creating cluster development centers, encourage participation of women entrepreneurs, etc.

The Department of Industries, primarily, works towards facilitating establishment of Industries, implementation of various self employment schemes, incentive schemes, etc.
The functions and duties of the Department have been institutionalized through following departments/bodies / agencies. These are under administrative control of the Department.
